Governor Gavin Newsom
State Capitol, 1st Floor
Sacramento, CA 95814
sent via email to firstname.lastname@example.org
Dear Governor Newsom:
I urge you to promptly sign AB 279 (Muratsuchi), the ICF and SNF Resident Protection Act of 2021.
For decades, one of the most serious threats facing residents of California’s Skilled Nursing facilities (“SNFs”) and Intermediate Care Facilities (“ICF”s) has been the trauma of forced involuntary transfer to locations away from friends, families, and advocates. This harm has been compounded during the COVID-19 pandemic because residents and families have little opportunity to evaluate alternative locations for safe transfers under current pandemic visitation restrictions.
Assemblyman Muratsuchi’s bill would temporarily prohibit the owner of an ICF or SNF from involuntarily transferring a resident to another facility during any declared state of emergency relating to the coronavirus disease 2019 (COVID-19) up to July 1, 2022, except if the owner files for bankruptcy. By signing the bill, you will be extending to vulnerable long-term care residents across the State some measure of the eviction protections that have benefited other Californians during this crisis.
I strongly urge that you sign this lifesaving legislation.
